This submission – compiled with the Centre for Humane Policy – assesses the compatibility of Bulgaria’s drug policies and practices with its obligations under the International Covenant on Economic, Social, and Cultural Rights (ICESCR). It was submitted to the Committee on Economic, Social and Cultural Rights ahead of the Committee’s review of Bulgaria’s report at its 65th Session (18 February – 8 March 2019).

Particular attention is paid to the availability and accessibility of harm reduction services, and the discrimination suffered by people who use drugs in their access to essential health services and social housing.
