Drugs, Punitive Laws, Policing Practices and HIV/AIDS

To mark World AIDS Day 2009, Harm Reduction International and Human Rights Watch have issued a joint briefing note which urges governments worldwide to to reform punitive drug laws, disproportionate penalties, and harsh and discriminatory law enforcement practices which cause needless suffering to people living with HIV/AIDS and people who use drugs. The briefing note expresses concerns that existing policies may be driving people away from lifesaving HIV services – as well as impeding access to pain treatment for tens of millions of people who need it.
